Documents created in the US come as Letter, most of the world prints on A4, and print shops want exact trim sizes. Resize PDF puts every page onto the size you choose — a standard paper size or custom millimetres — scaling the content proportionally to fit, filling the page, or centering it unchanged. A percentage mode simply scales pages up or down.
Mixed orientations are handled per page. Text stays vector text, so nothing goes blurry. The file is processed entirely on your device.

No. Content is scaled as vectors; only embedded images keep their original pixel resolution.
